Important. Marketplace Open enrollment ends April 31. You can still buy a Marketplace health plan only if you qualify for a special enrollment period. You can apply for Medicaid and CHIP any time. Open Enrollment for 2015 coverage starts November 15, 2014.

Dear Insurance Shopper,

With high premiums and high deductibles, getting insurance is about trying to find a balance between coverage that lets you sleep at night and premiums that let you eat during the day. A good agent can assist you all of your options under the law, from using the exchange to helping you purchase insurance privately.

The deadline to enroll in a plan is April 31st. If you have not applied for insurance by then, and you do not meet the strict guidelines for financial hardship, you will be subject to a fine. The fine is 1% of your household income for each adult in your household without qualified coverage.You can avoid the fine by purchasing a qualified health plan either through the exchange or privately. A family of 4 making up to $94,000 is eligible for a tax credit applied directly to your monthly insurance premium. You only pay the difference.
 
A hardship exemption form has been released and if your situation exempts you from the fine then less expensive plans that do not include the preventative care but do give you coverage are available for about half the cost of the obamacare plans.
 
If you do not qualify for a subsidy there are still affordable plans you can get and avoid the penalty. If those are still unaffordable there are other alternatives without the required preventative care, that give you coverage, but may subject you to the penalty. These much less expensive plans, even with the penalty, are generally less expensive than Obamacare plans. Another way to reduce costs is to combine a less expensive Bronze plan with gap insurance.

Health Insurance Application Assistance

Individuals who intend to file an application with Cover Oregon or the federal Health Insurance Marketplace for medical health insurance should be aware that the application requires accurate assessments of their income to qualify for your tax credit, which is estimated and portioned out so that your monthly premium for your families health insurance is partially paid for each month. An agent can advise you on the size of your tax credit as well as what strategies should be taken to get the best results. Since the tax credit is advanced to you, if you underestimate your income then the IRS may want some of their money back, so I generally recommend overestimating your income at least a little bit. By how much tends to be a case-by-case basis as everyone has a diferent situation.

Applications can be submitted over the telephone, by mail, or eventually online by consumers at coveroregon.com. A patchwork online application has been released by the State. Agents are paid by Cover Oregon. However, the insurance company pays their fee and it is already built into the cost of the premium. That means you don’t pay any more for insurance if you use an agent.

For each person who is applying for health insurance, you must include:

  • Birthdate
  • Social Security number (if you have one)
  • Alien Resident number (if you have one)

If you choose to apply for financial savings, include the following information for all applicable household members:

  • Tax-filing information
  • Income information

By gathering this information before you start your application, you should be able to finish filling it out within 1 hour. After 1 hour, your information will be lost and you will need to start over. If you think you’ll need more time, you can print the application, fill it out and then mail or fax at your convenience.

2) Protect your identity

If you are using a shared computer, fully close the browser after submitting your application. This will keep other users from having access to your personal information.

3) If the application is successfully received, you will receive an enrollment kit in 2-3 weeks after verifying your income and other data. This kit will contain your Case Number and Shopping Group Number. You will need this information to enroll in a chosen plan. Plans can be shopped online or discussed with an agent or broker. An agent can enroll you or you can go online and submit your enrollment form for your chosen plan.
